This memo discusses the possibility of discontinuing TAC deliberate
on intelligence estimates that-are agreed upon by everyone in preliminary
meetings and are of moderate urgency. The memo suggests that this pro-
cedure could rid IAC of a substanti-al amount (40-50%) of its business and
thus give it more time for other matters.
