1, On April 15,E 1941, as a result of the af)' )roved
V .I,D. memorandum (G_2/1O54-0-L92) letters were sent by the
Secretary of War to the various Departments and independent
agencies of the Government requesting designation of repro-
sentatives to study the above subject. Various meetings
have been held with the representatives of the Departments
and agencies as a result of which a final report has been
approved by those representatives and is now in process of
being presented to their respective Departments and agencies
for final approval and action necessary to effect that
approval. Copy of the final report is attached. herewith.
