1. All members of the Global Survey Di~rision present for duty
are now detailed to the Special Staffs except the Chiefs whom th?
Diroctor hays detailed full time to the NSC Staff. Consequently the
Global Survey Division has ceased to function as a produt3:ng unit~_
although its members are making their full cantri.bution elsewhere.
2. In these circumstances} I recommend that the responsibility
for producing the monthly CIA "Review of the World Situation..."
be transferred from the Global Survey Division to the Special Staff
for the duration of the present arrangements.
