1. The instructions contained in memoranda referred to below are hereby
rescinded:
a. Memorandum to Assistant Directors and Chief of ICAPS, subject:
"Operations - Intelligence Relationship of CIG with JRDB,'T dated
13 March 1947.
b. Memorandum to Assistant Directors and Chief of ICAPS, subject:
"Establishment and Functions of the Nuclear Energy Group, Scientific
Branch, ORE," dated 28 March 1947.
2. With the elimination of the Nuclear Energy Group you are charged with
complete responsibility for the administration and operations of your Scien-'
tific Branch in the same manner as for other branches of your office.
3. a. The Chief of your Scientific Branch, in addition to his normal
duties as Chief of Branch:
(1) Will maintain direct liaison with the Research and Develop-
ment Board, and supervise and control direct liaison of memibers of
his branch with that Board in connection with scientific intelli-
gence matters.
(2) Will advise the Director of Central Intelligence on
scientific intelligence matters of such nature that direct contact
is essential.
b. The Chief of your Scientific Branch will keep you fully informed
of any direct contact and action in connection therewith under the auth-
orization given above.
4. CIA General Order No. 5 dated 14 January 1948 is being recinded.
