MEMORANDUM TO: Assistant Director, Reports and Estimates
SUBJECT: Production of Population and Manpower Studies
REFERENCE: Memorandum to Assistant Director, R & E from
Chief, ICAPS, same subject, dated 2 October 1947.
1. The primary responsibility for the production of sociological intel-
ligence in the field of population and manpower would appear to rest with the
Office of Intelligence Research, State Department. The national Office of
Vital Statistics and the Bureau of the Census are concerned with the vital
statistics of the United States, although their techniques and experience in
this field might well be used to great advantage by the intelligence agencies.
2. While the statistical results of any inter-agency procedure would
logically be incorporated in the National Intelligence Surveys, it is con-
sidered that ORE's representative should be an officer who has adequate training
in this statistical field. It is therefore recommended that ORE's representative
be drawn from the Economics Group, and that he keep the Basic Intelligence Group
fully informed of developments.
