MFKOREANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE:
SUBJECT: Production of Population and Manpower Studies.
1. The production and dissemination of sociological intelligence in
the field of population and manpower studies by various government agencies,
including the National Office of Vital Statistics, the Bureau of the Censis,
the Department of State, and the Intelligence Division, represents dupli-
cation, wasted effort and needless expense.
2. It is the consensus of those who have been engaged in population
studies for the various government agencies that this type of intelligence
can be most efficiently and economically produced under central direction.
3. It is proposed, therefore, that the Director of Central Intelli-
gence call a meeting of representatives of all interested agencies for the
purpose of discussing the establishment of an integrated system for the
production of intelligence dealing with population and manpower.
4. The agenda of the meeting could include consideration of (a)
the allocation of responsibility for collection, production and dissemination;
and (b) the standardization of methods of compiling and maintaining data.
5. Any procedure formulated by the group proposed in paragraph 3
above and later approved by the agencies concerned could later be incor-
porated into the inter-departmental operation established at a future date
for the production of the National Intelligence Surveys.
