This deadline has been met satisfactorily in every case recently with one exception., ORE 17. In this instance, the State Department statement of dissent was obtained only after a 'series of conferences involving the greater portion of a monthts time. The difficulty encountered in this instance resulted from conclusions which were read into the paper by the State Department, but which were neither implied nor in- tended by ORE. This experience is a recurring problem in dealing with the State Department. b. Integration of the Basic Intelligence Program Within ORE. Pending approval by the NIA of the concept of the Basic Intelli- gence Program contained in IAB #1p and pending formal, action of the JIC to transfer the Joint Intelligence Study Publishing Board responsibilities and facilities to CIG, the Basic Intelligence effort is currently being expended upon the editing and review of material prepared as a result of the Defense Project. . Basic Intelligence Program. A full scale interdepartmental effort, under CIG coordination an direction, toward the development and execution of the National Intelligence Surveys is currently blocked pending JCS action on: 1. Interdepartmental Plans and Policies (1) Review and comment on IAB #1. (2) Review and approval of the JIC proposal to tran- sfer the functions and responsibilities of JISPB to CIG, and final approval of IAB #1 by the ITIA. The Chief, Naval Intelligence, has offered comments to the Director of Central Intelligence on the outline and format of the proposed NIS Program. These have been forwarded to the other JAB members for information and with the suggestion by the DCI that the IAB agencies undertake immediately a study of the proposed NIS outline so that the ad hoc committee appointed to develop an NIS outline may have before i the considered opinion of the JAB agencies at its initial meeting. b. Scientific Intelligence Program. On 9 July 194.7, representa- tives of CIG, the IAB agencies an JRDB convened to discuss the subject of National Scientific Intelligence Requirements. Essential agreement was reached on the following points: (1) That coordination of effort in the field was re- quired and would be supported. (2) That an inter-change between agencies of monthly reports summarizing intelligence research projects currently in process, and projected, by CIG and each JAB agency would facilitate coordination of effort and pro- gramming of intelligence research activities, scientific and otherise, by all agencies. gad For Release 2000/09/14: CIA- Approved For Release 2000/09/14: CIA-RDP84-00022R000200040033-3 Tentative National Scientific Intelligence Requirements have been developed by ORE in collaboration with JRDB based upon considera- tion of those already established independently by Air, Army and Navy intelligence agencies, and in augmentation thereof. Based upon a 17 July meeting with JRDB representativeo, ORE initiated a project with a 1 September deadline to develop the scientific and technological capabilities of USSR which influence the national defense economy of the United States as of 1949. The establishment of an officially approved working relationship between the Nuclear Energy Group and the Atomic Energy Commission has not as yet materialized. The CIG proposed plan was submitted to AEC on 14 April 19!47. . . . . . . . Pg. 8-9 1. Paragraph 4 of the minutes of the 194th TAB Meeting reveals that the AEC memorandum, Subject: Atomic Energy Intelligence, was circulated to the I.A.B. It is believed that this and similar proposals having, or bearing on, substantive intelligence problems should be referred simultaneously to ORE and the TAB agencies. In principle, it is affirmed that ORE, as the exclusive intelligence research facility of the Director of Central Intelligence, should be accorded an oppor- tunity to consider and submit to the Director of Central Intelligence, in advance of his meeting with the JAB, its recommendations regarding TAB matters pertaining to intelligence research and production. The ORE interests in such matters differ from those of ICAPS, not neces- sarily in principle but primarily in orientation. Accordingly, it is recommended that TAB papers, or those submitted for TAB considera- tion which contain intelligence research or production interests or implications, be referred to ORE simultaneously with their distribution to the TAB agencies in order that ORE recommendations on such papers may reach the Director of Central Intelligence prior to TAB meetings thereon. 2: It is believed that each TAB agency should endeavor,to measure, in terms of manpower based upon its responsibilities, the minimum strength for its intelligence collection and producing facility required to provide total intelligence coverage within its sphere of responsibility; further, that present strength and coverage capabilities of each agency be compared to minimum required strength and coverage; and finally, that this data be analyzed by CIG in collaboration with the TAB agencies with a view toward determining: the existence of vital gaps in intelligence coverage; the possibility Approved For Release 2000/09/14: CIA-RDP84-00 R Approved For Release 2000/09/14: CIA-RDP84-00022R000200040033-3 -3- of pooling resources for more efficient intel''g"ence production in fields of common concern.; and finally,, the composite scale of effort required to assure, from an intelligence viewpoint, total national'security. This action is essential in order to proceed with effective implexaentation of IAB #1 and the production of national intelligence appropriate to the CIG operational level..
