ORE comment on COAPS draft supplement to CIA Administrative IIt struction 50-1
1. ORE is in t#A=wm* accord with aundOmb procedure for exchange of

intelligence with the as outlined in reference memorandum
paragraph 2, but ventures to suggest that the method does not go far enough.
2. ORE recommends that Paragraph 2 ("Intelligence produced by ORE and OSI")
be amended as follows:
(a)
check document from point of view of field representation
and return to OCD
(f) OCD forward to COAPS for-final determination as to whether dis-
tribution is to be made under blanket or special authority
(g) COAPS forward to I&S to determine if appearance of document out-
side continental limits of US has violated any MIC policies
-(h) I&S return to ORE/OSI to determine whether changes in situation
described has resulted in unfitting the material for exchange
(i) ORE/OSI pass to OCD for transmission to US Embassy Moscow to check
world picture in view of Soviet intentions
(j) Socument desposited temporarily in National Archives pending celebrat
