All ORE reports and estimates should be a standard size (with the exception of basic intelligence whose size has been fixed)- This size would presumbaly be 8- X 10 which seems to be fairly standard for the government. (It was suggested that 4 the NIS size be used so wx that we'd have full standardization, but it developed that their size will be too big to fit in filing cabinets.) 2. A standard cover should be used on everything but the Daily and the Special evaluations. The latter should have the same cover as the former which will remain as is. fhextypnz 2 The only type of cover thought of at this particular meeting is one M has cooked up for the M series which features two billiard balls floating in a mystic sky. 3. We ought to get away from printing the random thoughts that now appear on the inside of the covers because the process is taking hours of the printers' costing thousands of dollars. This could be printed on a fly leaf if it has to be printed at all. 4. I was directed to find out how that idea statted and to determine whether there is any chance of getting it changed. 5. Our Flow Chartist also brought in a bill which is about to be passed by the Congress which will order CIA to have a seal. When this is decided on, it will obviously have to appear on all covers and will gs=zszdaxix?9 help give a desired standardization to the extent of making customers realize when they see a certain type of cover that they are getting CIA reports under them. 6. Probably the strongest argument in favor of our unvaried cover is that it will save a hell of a lot of money and time. A new overlay will be all needed for a new report. 7. There was discussion of possibilities of getting away from these in- terminable maps and globes, but nobody could think just how to do it. My thought of an apprpriate sketch showing Admiral Hillenkoeter dressed in a cloak and dagger, whispering into the ear of President Truman was rejected. 8. Meeting adjourned at 1118 until next Friday at, 11. At that time all ideas for a standard cover will be brought in;xdiz sxd; and discussed. We will then pick one and come up with our recommendation.
