The seminar will meet on 21 and 22 October at the Department of State, Washington, D.C., and I shall function as Chairman. The seminar will provide a forum for senior and analyst-level members of the Intelligence Community, executives from consumer agencies, and distinguished academicians to interact on questions pertaining to information needs on the Third World. Briefings will be interspersed with panel discussions, all designed to provide a stimulating environment for the exchange of ideas. Seminar participants are being invited to membership in one of four geographic panels-Latin America, Sub-Saharan Africa, East Asia or Middle East/South Asia- depe:nding on area of greatest expertise. National Intelligence Officers (NIOs) for these legions have agreed to serve as panel chairmen. The NIO for Latin America, Mr. Constantine Menges, has specifically requested your membership on the Latin America panel. If your schedule permits, your participation would greatly enhance our efforts to understand the problems we face in providing what is needed on Third World matter.
