THE DIRECTOR OF CENTRAL INTELLIGENCE

Dr. Henry Bienen
Princeton University
Department of Politcal Science
Woodrow Wilson School of Public and International Affairs
Princeton-, New Jersey, 08544
Dear Dr. Bienen,
I invite your participation in a seminar on the Third World which the DCPs
Intelligence Producers Council will sponsor this fall. The seminar will meet on 21 and 22
October at the Department of State, Washington, D.C., and I shall function as Chairman.
The seminar will provide a forum for senior and analyst-level members of the
Intelligence Community, executives from consumer agencies, and distinguished
academicians to interact on questions pertaining to information needs on the Third
World. Briefings will be interspersed with panel discussions, all designed to provide a
stimulating environment for the exchange of ideas. -
Seminar participants are being invited to membership in one of four geographic
panels-Latin America, Sub-Saharan Africa, East Asia or Middle East/South Asia-
depending on area of greatest expertise. National Intelligence Officers (NIOs) for these
regions have agreed to serve as panel chairmen. The NIO for Africa, Dr. Gray Cowan,
has specifically requested your membership on the Sub-Saharan Africa panel. If your
schedule permits, your participation would greatly enhance our efforts to understand the
problems we face in providing what is needed on Third World matters.
Your travel and subsistence costs will be reimbursed in accordance with
standardized government regulations should you attend. Please contact the seminar
coordinator to convey your decision or to receive additi i tion.
Intelligence Producers Council Staff, can be reached a
Sincerely,
Henry S. Rowen
