Approved For Releast f04104 : CIA-RDP.T00966R000100040031-3 #xe ~tive Registry MEMORANDJM FOR: Chairman, National Intelligence Council FROM: Director of Central Intelligence SUBJECT: Estimate Proposals Here is some reaction of mine to Estimate proposals which have come across my desk: China -- The Prospects for Modernization in the 1980s. Important subject but I think there is merit in the reaction of the Senior Review Panel that it could chew up a lot of resources and is so far-reaching in concept that it could come out fluffy and could become unmanageable unless closely watched and perhaps broken down into components and segments brought out serially. I think the points made in the Senior Review Panel memo of 4 June are very well taken. ? I like The Atlantic Bridge: Diagnosis and Prognosis proposal--also complicated and far-reaching, but has the ability to focus it well if anybody can. ? Let's go ahead on the Aftermath of the Falklands as soon as possible. I agree that to make it a small Community product should at least be deferred. William J.
