Dear Dr. Foltz,
I would like to invite you to participate in a two day seminar on the Third World
which the DCI's Intelligence Producers Council will sponsor on 21 and 22 October 1982.
The seminar will meet at the Department of State, Washington, D.C., and I shall function
as Chairman.
The seminar offers the prospect of providing a forum for senior and analyst-level
members of the Intelligence Community, executives from consumer agencies, and
distinguished academicians to interact on questions pertaining to information needs on
the Third World. A series of informative presentations will be interspersed with periods
of panel discussion, all designed to provide a stimulating environment for the exchange of
ideas on the Third World.
If you can attend the seminar, I would be grateful if you would consider addressing
the Sub-Sahara Africa panel on your perceptions of the region. The panel would be
especially interested in those areas of concern which you consider most significant for
the United States over the short and long terms. Your presentation and panel discussion
would be scheduled for one hour on the afternoon of 21 October.
Your travel and subsistence costs will be reimbursed in accordance with,
standardized government regulations should you attend. Please let me know by
completing and forwarding the enclosed registration form. Additional information will
be sent to you as our plans become firm.
