As discussed with each of you over
the last few weeks, convening regular
monthly warning meetings on narcotics is a
convenient way to tap and organize the
resources of the Intelligence Community.

meeting.

SUBJECT : Proposed Narcotics Warning Agenda
The first monthly warning meeting on Narcotics will be held on 27
September at 1400 hours in Room 7 E 62. There will be an address by John
McMahon, the Deputy Director of the CIA. The following additional items will
be addressed in the meeting.
I. Warning -- The Vice President's staff Hu hes will describe the
need for intelligence support to the South Florida 25X1
Task Force.
II. Regional Developments
a. CIA ill lead a discussion on the expansion of 25X1
cocaine production in Latin America.
b. IC Staf~ will report on the long term narcotics 25X1
intelligence plan currently under preparation.
c. DEA ill explain how strategic narcotics intelligencc5X1
is used by enforcement agencies.
d. NSAI will describe NSA's response to new narcotics 25X1
requirements.
e. CIA will discuss the collection of intelligence on 25X1
financial flow..
III. Plans for Interagency Work -- We will try to reach agreement on a
suitable topic for a national estimate. Possibilities are world cocaine
production in 1982, prospects for heroin production in the Golden Triangle, or
host government involvement in narcotics trafficking in Latin America.
IV. Regional Policy Issues -- Policy positions reached at the
narcotics conference will be described.
