SUBJECT: DO Budget Data in the Ruffing Center
1. We appreciate the Comptroller's requirement for
automated text-editing and data manipulation as described in
the 1982 Program Call. We want, nonetheless, to register our
concern about the control and compartmentation of DO budget
narratives in machine language in the general purpose Ruffing
Center. By contrast, the Special Center is dedicated to
handling DO computerized operational data. It is a
significant departure for us to have our budget narratives -
which preeminently involve operational planning and methods -
stored in the Ruffing Center and accessible to non-DO
personnel beyond the general cognizance and control of this
Directorate.
2. Because the project is well along, it is unreason-
able and probably not prudent for us to opt out of it or to
ask you to change it to meet our criteria. The Office of
Data Processing will be supplying a standalone or VM
capability to the DO in the next year or two. This will
enable us to compartment the handling of DO budget narratives
and still satisfy the Comptroller's machine applications
needs. In the meantime, we would appreciate your
understanding and support to:

SUBJECT: DO Budget Data in the Ruffing Center
a. Accept and handle aggregated DO narratives
as top secret material;
b. Limit strictly any printed output of DO
narratives and assure personal accountability for
any such prints until they are destroyed;
c. Refer any modifications or changes to the
system involving DO data to IMS through ODP; and
d. Purge the system of DO data once the
program cycle is completed and the formal budget is
printed.
