(C) Chief, Information Management Staff, DDO REFERENCE: DO/IMS Memorandum 79-441, dated 21 Sept. 1979, subject: Sole Source Procurement of a VISTA Minicomputer Data Entry System (S) 1.. Action Requested The Information Management Staff (IMS) requests that the Office of Logistics let a service contract with This service contract will be tor in egra- tion, test ng, and installation of a VISTA data entry and text editing system. The VISTA system utilizes minicomputer hard- ware and software, both of which are government furnished equipment (GFE). The cost of this work is expected to be approximately $35,000, as shown on the attached Form 2420. 2. Background The Agency has a high priority operational need to trans- late W documents to English. Based on this requirement, the g rchased the necessary hardware to duplicate the VISTA system which'is being used by the U.S. Air Force. The Air Force recommended, however, that we procure upgraded hard- ware to acquire better capability and remain current with the state-of-the-art. The required hardware was purchased in FY 79. This service contract is required to interface existing government-owned software with the upgraded computer hardware. Summary The attached statement of work has been mutually agreed upon by IMS/ It has been reviewed by IMS technical personnel who have concluded that a contract can be agreed upon utilizing this statement of work. As for the performance specifications, this is GFE soft- ware which is being modified to run on upgraded equipment. Therefore, it should be stated in the contract that the system performance must be at least equal to FTD's performance, which is 90 percent uptime for every eight consecutive hours of operation. current estimate for delivery and installation is 1 July 1980, providing they receive all the computer hardware from the vendors by the end of March 1980. Obective. The U.S. Government has an operational requirement for a duplicate of the FTD VIST1% system to be installed in a facility in the Washington, D.C. area. The system will be utilized in conjunction with a language translation facility, for input and editing of narrative textual data. 2. Background. The original VISTA system was developed by , under contract-. to the U. S. Air Force. The stem was installed at the where it has been operational since 1976. .several modifications and func- tional enhancements have been made since the original installation. The VISTA system at FTD consists of a DEC POP-11/05 compu- ter with RK-05 disks and other peripherals, four IMLAC PDS-4 display control }.snits with a tatal of sixteen key- board/display units, eler..ronics to interconnect the vari- ous units, and operational software. 3. Scope. The Government will procure all hardware components to duplicate the VISTA system, and deliver these components to the contractor's facility. The Government will also provide the contractor a copy of the operational VISTA software, and all existing documentation. The contractor will perform all necessary tasks to receive, assemble, install, interconnect, integrate, check out and test the VISTA system. The scope is limited to the production of a functional duplicate of the FTD VISTA system. Any engineering or programming effort required to add new functions or add capacity or capability to the system will be considered a change of scope. The following tasks are raaluired to perform the duplica- tion of the VISTA system. 4.1 Facility. The contractor shall provide floor space with appropriate power and air conditioning to install and check out the entire VISTA system. This space is expected to be required for approximately nine months due to the staggered delivery of compo- nents from the hardware vendors. The contractor shall also provide space to stare all packing mater- ial for later re-usa. 4.2 Receivin. The contractor shall accept all deliver- iesfrom the hardware vendors and perform physical inspection to insure compliance with purchase orders and validity of invaices. 4.3 Installation. The 3overnment purchase orders to hardware vendors shall provide for installation of the equipment in the contractor's facility. The hardware vendors mug': provide any test equipment or special peripherals (not needed for the operation system) required for the installation. 4.4 Cabling, Interfacing and Accessories. The Govern- ment s al provide Ta description of the operational facility including equipment locations and locations of power outlets, cable troughs, etc. The contrac- tor shall provide all cabling (not supplied by ven- dors) and engineerizq and integration of any new interface devices required because of equipment location or separation. The contractor shall also provide special non-stan- dard key-caps for the display/keyboards, and expend- able supplies including magnetic tapes, disk packs, and printer paper. 4.5 Software. The contractor shall provide any software modifTations required to convert the GFE VISTA software to run in the new hardware configuration. In addition to all executable load modules, the con- tractor shall provide the source programs and the operating system (D?JS) in machine readable form. 4.6 Factory Acceptance ,Pest. The contractor shall con- duct a test of the completed VISTA system in the contractor's facility prior to shipment. The contractor shalt conduct a one-week training course for up to 16 Government operators prior to shipment o the equipment. 4.8 Shipping. The contractor shall repack all equipment in preparation for atipment to Washington, D.C. The Government will provide for shipping and insurance coverage via a Government Bill of Lading. 4.9 Operational Installation. The contractor shall install the VISTA system in the Government facility in the Washington D.C. area. Due to the short dura- tion of the installation period, not all contractor personnel will be cleared, but will be U.S. citi- zens. The Government shall provide appropriate access to the facility and escorts as required. The factory acceptance test shall he repeated in the operational facility to verify correct operation of the system. 4.10 Documentation. The contractor shall provide user, computer operations, and software documentation of the VISTA system in accordance with Mil Standard 7935.1-S. Specifically, the contractor will provide two copies of the Functional Description which will include, subsystem specifications, program specifi- cation, test plan, software maintenance manual, user manual, and computer operations/configuration manual.
