I don't want the point of my statement to the new supergrades to be lost in a numbers debate. figure_,$TATINTL show a drop in availability from a normal level of 97% to 94% during the first quarter of CY-80. A downtime that increased from 3% to 6% is one that doubled--that's a 100% increase in downtime. 2. My remarks were not intended to be critical of ODP. I am well aware of the progress that has been made since the first quarter of this year to bring availability back to 97%. We very much appreciate ODP's fine efforts on our behalf. 3. What I intended to convey to our audience was my strong conviction that there are unique aspects to the CIA's mission which have resulted in special authorities being given to the DCI and that we are not using these special authorities to best advantage. The computer example came to mind because of the problems in integrating the Telex disks into the Special Center. This, according to ODP at the time, caused a significant part of the downtime in January and early February. 4. I know the Telex equipment cost less, but it signif- icantly extended a multi-vendor environment in the Center, which all concerned know is an inherently less reliable environment than one in which a single vendor is involved. ODP has worked very hard to connect the different brands of equipment together. I believe that our technical people, in short supply, should not have to spend so much of their time making such adjustments.
