1. Attached is the first tangible evidence we have seen oi:?
Resource Management Staff (RMS) initiative in the area of Community
STATINTI ong-range planning. cover note is self-explana,-ory
as is, I think, my short note back to him.
2. 1 would urge you to share the RMS draft outline, tentative
though it may be, with your Office Director and other key component
managers because it provides a sense of where Community planner3
think they should be going. I would encourage any comments that
you or others in your office would like to make or feel appropriate.

1. I have reviewed the RMS paper and draft outline concerning
the development of a framework for evaluating collection system
vulnerabilities during the 1990s. My initial judgment is that the
initiation of any such effort would probably have little direct
impact on Administration Directorate offices, given the collection
orientation of the proposal. I suspect that DDA participation in
any such undertakiing would be beneficial and worthwhile but that
our contributions could be handled within existing resources.
2. I don't think my comments on the substance of the draft
outline would be either meaningful or appropriate. However, I sin
available to discuss this with you at your pleasure.
