1. As you know, I have been quite concerned about the
apparent lack of ODP support for the development of an auto-
mated National HUMINT Requirements List (NHRL). On 27 February
1979, we formally requested ODP assistance for this project,
but ODP has not yet cleared the first hurdle--completion o TTINTL
feasibility study. is aware of these problemTATINTL
and shares my concern. He has asked and me
to do everything we can from our end to get the NHRL underway.

to break the logjam. So far, your efforts appear to have t?A NTL

, met with my people yesterday, and they seem determine-
to get things started. I am encouraged by this development and
