Subject: Verification Initiative
We have received your memorandum concerning the
possibility of a major verification initiative by the
President. We have already begun to think through the
best way to handle this question and have been in
informal contact with other agencies.
As you know, within the INF IG we are already
examining and working out detailed and innovative ap-
proaches to verification for the ongoing INF talks in
Geneva. We believe this work will be very helpful in
producing the broader elements of a new approach to
verification which could be addressed in a speech by
the President.
We will stay in close touch with you on both the
ongoing INF verification efforts and our thinking on
the Presidential initiative you are considering.
