On 27 September, the President signed the Intelligence Authorization Act for Fiscal Year 1983 (P.L. 97-269). (U) The Senate Judiciary Committee has issued its favorable report on S. 2552, legislation to provide federal criminal penalties for violence directed at U.S. intelligence personnel engaged in the performance of official duties, aliens admitted to permanent residence under section 7 of the CIA Act of 1949, and foreign visitors in the U.S. under intelligence agency auspices. We are continuing to work with appropriate Senate and House committee staffs in an effort to complete action on this legislation in the short time remaining in this Congress The Conference Report on the Continuing Appropriations Resolution (H.J. Res. 599) provides for Defense spending at a level above fiscal year 1982 figures but below the fiscal year 1983 figures contained in the Defense Appropriations Bill reported in the Senate. This represents a compromise between the House and Senate positions on the issue. The Congress is expected to adjourn for the fall campaign at the close of business on Friday, 1 October, assuming that action on the Continuing Appropriations Resolution is completed. Congress completed action and the President signed into law an FY 1983 Continuing Appropriation Resolution which is effective until 17 December 1982. The Resolution permits a 14 percent increase over 1982 levels for Defense but does not allow new starts. This should not pose any significant problems for CIA activities. A cable will be forwarded to Agency field stations providing guidance on implementing their FY 1983 program under the Resolution. -- Director, IC Staff Briefing. A briefing was provided for on 29 September on our 84 budget request which lasted about three hours. I seemed fairly well informed on Agency programs and was most appreciative of the opportunity to discuss our FY 1984 proposal on an informal basis.
