Approved For Release 2007/03/03: CIA-RDP83M00914R002900050038-9 MEMORANDUM FOR: Executive Director FROM: Stanley Sporkin General Counsel SUBJECT: Weekly OGC Report for the DCI/DDCI ITEMS OF MAJOR INTEREST - 13 - 19 November 1982 Wilson Case. Edwin Wilson, convicted on 17 November in the U.S. District Court in Alexandria, Virginia, for smuggling weapons to representatives of the Libyan Government, will be sentenced on 17 December and may receive a maximum sentence of 39 years and a $240,000 fine. Wilson also faces charges in Houston on illegal exportation of plastic explosives to Libya and in Washington, D.C. on attempted murder and illegal exportation of explosive timers and other ammunition to Libya. The Houston trial is scheduled to begin on 29 November, but the defense may request a continuance. The conviction of Edwin Wilson was a signal victory for CIA and the Intelligence Community in general. The Wilson case demonstrates that, as a result of close cooperation between the Department of Justice and CIA and judicious application of the Classified Information Procedures Act (Graymail Act), criminals can be brought to justice in the face of spurious claims of CIA involvement and without compromising sensitive information. Former Spouses. On 15 November the provisions of the CIA Spouses' Retirement Equity Act of 1982, granting certain rights to qualifying spouses and former spouses, took effect. The amended regulations, which have been informally coordinated within the Agency, will be formally promulgated in the near future. They detail the rights granted by law to qualifying individuals in retirement and survivor annuities. The House Appropriations Committee completed Subcommittee markup of the FY 1983 Defense Appropriations Bill. Details of their actions are not available, but indications are that recommenda- tions on the Agency's request may closely parallel Authorization Conference. Full Committee markup is scheduled for 30 November, with floor action hopefully during the week of 6 December. -- Space Requirements. The House Appropriations Committee has advised informally t o r quest to to lease the be denied without prejudice.
