On 30 November, the Working Group on Drug Supply Reduction, chaired by Associate Attorney General Giuliani, will meet to review a draft report containing a number of program proposals and recommendations aimed at enhancing: government- wide efforts against illicit narcotics activities. Among these recommendations is the creation by the DCI of an interagency Foreign Strategic Intelligence Committee, to include representatives from the Departments of State, Justice, and the Treasury, that would coordinate intelligence collection activities in the strategic narcotics field. The DCI has been represented on the Working Group by the DDO and the General Counsel. OGC Review of CIA's Financial Disclosure Review Program. A representative from the Office of Government Ethics (OGE) will be visiting CIA on December 2 and 3 in order to review Agency implementation and administration of its Financial Disclosure Review Program for calendar year 1981. OGE is responsible for ensuring compliance with interest and financial disclosure obligations imposed by the 1978 Ethics in Government Act. OGE intends to review the individual financial statements submitted by the Agency's senior officials under that Act, and to examine the review of these forms conducted by the Agency itself through its Financial Disclosure Review Panel. A similar review of the Agency's Financial Disclosure Review Program was conducted by OGE last year, at which time OGC concluded that the Agency was aware of its responsibilities in this regard and had established an effective review mechanism to meet its obligations under-the Act. We are hopeful that OGE will reach the same conclusion this year. Stanley Sporkin Approved For Release 2007i031t fDP83M00914R002900050032-5 2 6 NOV 1982 FY 1983 Appropriation. The House Appropriations Committee is still planning markup of the FY 1983 Defense Appropriations Bill beginning 30 November with floor action during the week of 6 December. There is a growing sense, however, that a final bill will not be sent to the President for signature before Congress adjourns. In a related matter, we discovered that through. oversight, the cost to the Agency in FY 1983 of the October 1982 federal pay raise was not included in the bill reported out of Subcommittee. Steps have been taken to amend the bill in full committee to include these costs. -- FY 1984 Budget. Development of the FY 1984 Congressional Budget material is proceeding on schedule. Space Requirements. Based upon further material provided and subse- quent discussions with Jim VanWagenen of the House Appropriations Committee staff, he has agreed to have the Chairman reconsider his earlier decision in light of the additional information provided, although he was not optimistic about the outcome. s'v ~j it ~l30
