During Phase I of the HSTS expansion, which ended in August 1982, a total of 986 secure telephones were installed. The next SAFE Monthly Status Review is scheduled to be held at Headquarters on 10 December. Directorate for Operations - See tab. Deputy Director for Science and Technology - At the request of the Washington liaison office of the Rapid Deployment Joint Task Force, FBIS will be providing 17 consumers, most of them military, worldwide reaction to an RDJTF exercise conducted 14 November - 9 December in Oman, Sudan, and Somalia. 25X1 25X1 TOP SECRET The DDA will address the Senior Officer Development Course Approved For Release 2007/03/03: CIA-RDP83M00914R002900050020-8 TOP SECRET - NPIC briefed Mr. Francis West (Assistant Secretary of Defense for International Security Affairs) on Recent Libyan Military Activity in Northern Chad. Deputy Director for Intelligence - EURA prepared a package on Poland for the DCI's meeting with NSC Staff Deputy McFarlane. - NESA prepared memoranda and talking points for the DCI on Pakistan's nuclear program, the F-16/ALR-69 issue, and possible Israeli airstrikes against Pakistani facilities. - OGI attended the PFIAB hearing on international finance chaired by Leo Cherne. National Intelligence Council - NIOs began work on producing materials for the DCFs Worldwide Congressional Briefing package for January and February 1983. - NIO/NESA accompanied the DDCI to a 29 November SIG meeting on Libya at which the "Stair Step" plan was approved. - The draft Memo to Holders of the 1981 NIE on Greece and the draft NIE on political instability are ready for discussion at the NFIB meeting scheduled for 8 December. Chairman. NIC interviewed two candidates for the potential S&T iob:1 - NIOs, Assistant NIOs, and Analytic Group members were briefed on NSA's organization, functions, and capabilities per arrangements made through the Deputy Director, NSA. We will accept NSA's invitation for detailed followup briefings at Fort Meade for each NIO on his area. - NIO/Strategic Programs met with CIA, Air Force Intelligence, OSD and NSC staff personnel to go over his testimony on MX for the SSCI on 8 December. He will also be invited to testify to the Senate Armed Services Committee. 25X1 25X1 Personnel - No report. General Counsel - An Administrative law judge in the Navy Task Force 1.57 case awarded civil service credit to the claimants. At the same time he recognized the Agency's special statutory authority to introduce personal services contracts notwithstanding any other provisions of law. However, the decision did not provide clear guidance on when an individual designated as an "independent contractor" in an employment contract would nevertheless be found to be entitled to civil service credit. Inspector General - We briefed the DDCI, the Executive Director, and the Director of the Office of Personnel on our findings of our survey of staff applicant processing procedures. We will also brief the DDA on 6 December. The draft report will be sent to the Office of Personnel, Office of Security, and Office of Medical Services for review early this week. - A draft NPIC inspection report should be ready for the IG's initial review in two weeks. T SERE Approved For Release 2007/03/@ -RDP83M00914R002900050020-8 TC: 5F- Comptroller - HAC completed markup of the FY-83 Defense Appropriations Bill. The Bill was amended in Full Committee to provide funds to cover the Agency's FY-83 pay costs resulting from the October 1982 federal pay raise which were inadvertently omitted during Subcommittee deliberations. Current plans call for floor action by the House on 7 December, followed by action in the Senate on their Bill 8 December. Conference is now planned for the week of 13 December. Directorate FY-84 Congressional Budget submissions are due on 8 December. We are still planning to complete the Agency's Congressional Budget submission by early January. We are waiting for approval from the Senate A ro riations Committee and the HPSCI for our request to reprogram funds to lease Office of External Affairs - See tab. The Group endorsed the long- range planning activities already underway within the Office of Planning and provided guidance for addressing additional Issues. Minutes of the meeting highlighting actions assigned .will be sent to all members and ICS Office Directorsi Working Group for Strategic Planning - The first meeting of Fifteen organizations were represented including the Intelligence Producers Council, the National Security Council Staff, and the Office of the Deputy Under Secretary of Defense for Policy.
