Directorate for Administration
- A security awareness briefing was provided to 250 GSA employees on 3 December by
the Office of Security's Security Education Group.
- The Leadership Seminar, consisting of a full class of 24 students, began on 5 December.
- On 30 November representatives from the Office of Training and Education met with
personnel from the Naval Facilities Engineering Command to discuss construction of
the new self-contained training facility
Directorate for Operations
Deputy Director for Science and Technology
- State Department has tasked NPIC to prepare a 10-15 board briefing package on
military developments along the Sino-Vietnamese border and the Thai-Kampuchea
border in the past year. Admiral Howe, Assistant Secretary for Political-Military
Affairs, will be briefed on the package on 17 December.

Deputy Director for Intelligence
- OGI published a typescript, requested by the DCI, on the health of Andropov.
- OEA and SOVA prepared memoranda for the DCI to send to Secretary Shultz on Sino-
Soviet relations.
- SOVA is preparing a paper for the President on Andropov's power and the opportunities
for the U.S. to influence Soviet policy.
EURA provided unclassified material on the peace movement to Bob Simms, the
Special Assistant and Press Secretary to Judge Clark, through the Office of External
Affairs.
OSWR participated in an interagency briefing of the UN-CW experts group two weeks
ago. It appears to have helped. The UN group concluded that "circumstantial"
evidence supports U.S. charges of lethal chemical use by Soviets and their surrogates in
Afghanistan and Southeast Asia.
EURA will debrief Bradley Graham of the Washington Post on his experiences in West
Germany and will brief him on the situation in Poland in preparation for his assignment
there.
National Intelligence Council
- NIO/General Purpose Forces met with Generals Fauer, D/NSA; Marks, ACSI/AF; and
Odom, ACSI/USA, to discuss issues derived from the DCI's trip to Europe. Each has
been invited to address the issues identified in his area of interest in return
correspondence to the DCI.
NIO/GPF also assembled briefing books for the DCI and SACEUR in preparation for
their meeting on 14 December.
We plan to try to coordinate draft estimates this week on U.S.-Japan economic
relations and the high-technology arms market. If then cleared by the DCI, they will
be ready for an NFIB meeting next week.
Chairman, NIC attended sessions of Fred Ikle's Defense Policy Board, which included
an interesting discussion of problems in DoD's management of technological transfer.
A/NIO/AL~briefed Senator Mathias and Arch Roberts (HFAC staffer) on the 25X1
Pakistani nuclear program. Senator Mathias asked for periodic followup briefings on
the subject.

- NIO/Strategic Programs briefed SecDef's Defense Policy Panel, run by Andy Marshall
and Sy Weiss, on the Soviet ABM program. Members present included Gen. John Vogt,
Charles Silberman, Fred Hoffman, Albert Wohlstetter, and Charles Herzfeld.

Comptroller
- See tab for House action on the FY-83 Appropriations Bill. The House failed to adopt
authorization action adding 30 analysts to the Agency program.
House Intelligence and Senate Appropriations staffs have recommended approval of our
request to lease the Stafford building. Barring any unanticipated difficulties, formal
approval from these two Committees should be received this week, which will
complete the Congressional approvals required to move forward on this initiative.
Office of External Affairs
- The DCI is scheduled to meet for lunch with the Editorial Board of The Washington
Times on Thursday, 16 December 1982, at 12:00 Noon at the Capitol Hill Club.
- The DCI is scheduled to be interviewed by Robert Toth of The Los Angeles Times on
Thursday, 16 December 1982, at 4:00 p.m.
