DCI/DDCI-Assigned Tasks All NIOs worked on draft contributions to the DCI's worldwide Congressional briefing package for January 1983. NIO at Large 25X1 pulled together the contributions into a first draft on 17 December for the DCI's review. II. Interagency Papers The revised draft NIE on US-Japanese trade relations and the draft SNIE on the high-technology arms market are on the agenda for the NFIB meeting scheduled for 21 December. Coordination is nearly complete on the draft NIE on India and is progressing on Volume I of the monitoring NIE as well as NIE 11-3/8-82. Draft IIMs on Warsaw Pact manpower in the MBFR area and on Turkish military modernization are nearly complete and should be sent to C/NIC for approval to publish before the end of the year. III. Of Special Interest This Week Chairman, NIC met with Ambassador Nitze to discuss the INF negotiations; met with Bruce Murray of Cal Tech to discuss help from him on space matters; and met with energy company officials at Brookings to discuss energy prospects. Participants also received a status report on Yugoslavia, Brazil, and Poland, as well as on the sale of civil aircraft to Ethiopia. VC/NIC was in California during the week of 5-11 December to visit several sources of external analysis and to receive capabilities briefings concerning areas where the NIC needs outside support. I the DCI's SIGINT Committee briefed NIC personnel on the ommi ee s functions and on sophisticated SIGINT collection programs and system. NIO at Large briefed on Pakistan's nuc n Cohen on recent nuclear developments; and Deputy Secretary Ken Davis (DOE) on Pakistan-PRC nuclear connections. A/NIO/AL participated in the review of State's options paper for the SIG meeting on nuclear cooperation with China (attended by the DD/I and NIO/East Asia). NIO/EA contributed to NSC papers regarding Prime Minister Nakasone's visit to Washington and Secretary Shultz's visit to Beijing, and he asked for and reviewed several brief statistical summaries on how export control and COCOM support mechanism at Commerce and State are using Intelligence Community guidance in reaching decisions on technology transfer. NIO/General Purpose Forces attended a 14 December IG meeting at DoD on NATO TNF improvements and a 15 December IG at State on NATO conventional forces improvements. A/NIO/GPF attended a 15 December IG Working Group meeting on US chemical warfare modernization and will be coordinating the intelligence contributions to the Congressional budget submission on this activity. NIO/Latin America prepared a brief assessment of public diplomacy efforts on Central America in 1982 for the DCI to give to Judge Clark. NIO/LA structured an Intelligence Community briefing on Latin America for Ambassador Kirkpatrick. A/NIO/LA chaired the actual briefing session on 17 December. NIO/Narcotics and DD/ICS attended a meeting at Coast Guard Headquarters on coordination of the narcotics community. A/NIO/NESA prepared a memo on political instability in the Middle East. NI0/Strategic Programs visited T. K. Jones, Deputy UnderSecretary of Defense for Strategic and Space Systems, to attend a briefing on Soviet attack strategies and discuss strategic conflict issues. NIO/SP visited Phil Major, Deputy Director of Program Analysis and Evaluation/OSD, to discuss recent Soviet strategic forces intelligence and US strategic forces programs. NIO/USSR-Eastern Europe attended an IG meeting at State on Poland. A/NIO/USSR-EE helped brief Ambassador Rowny on Andropov. NIO/Warning chaired his first Community Warning Working Group meeting today. A/NIO/W briefed COMIREX and NPIC elements on the national warning system, and also briefed the Defense Intelligence School's Postgraduate Course on the same subject. IV. Future Activities (Nothing of special interest to report at present).
