Weekly Report
Intelligence Community Staff
- The Director, SIGINT Collection Office, chaired a meeting of representatives from
NSA and the DCI's Office of General Counsel to discuss NSA support to narcotics law
enforcement. There is a substantial difference of opinion between the NSA and DCI
General Counsels on some aspects of the National SIGINT Requirements List
requirements. They will pursue the legality question.
Directorate for Administration
- Military Operations Training Course 1-83 was concluded on 10 December)
ith Lt. Gen. James A. Williams, Director, DIA, as the guest speaker.
- Negotiations for the architectural and engineering design contract for the new building
on the Headquarters compound were initiated with Smith, Hinchman & Grylls
Associates, Inc., on 15 December. The negotiations should be completed within the
next several days.
- The DDA and Director of Communications will attend a Joint Policy Board meeting of
the Diplomatic Telecommunications Service under the chairmanship of Dr. Baker at
the Department of State on 21 December.
Directorate for Operations - No report.
Deputy Director for Science and Technology
- FBIS has held discussions with the Secret Service on ways FBIS can provide information
concerning areas where the President plans to visit. One option would be to set up a
printer within the Secret Service for receiving appropriate FBIS material.

Deputy Director for Intelligence
- SOVA revised the memorandum for the DCI on the state of the Soviet economy in the
1980s.
- At the request of the NSC, NESA prepared a typescript, Jordan: A Role in the Peace
Process. It was also forwarded to Vice President Bush, Judge Clark, Secretary Shultz,
and Secretary Weinberger.
- OSWR will prepare a briefing memorandum for the President on Soviet acquisitions of
strategic technology from Japan for his upcoming meeting with Nakasone.
National Intelligence Council
- The revised draft NIE on U.S.-Japanese trade relations and the draft SNIE on the high-
technology arms market are on the agenda for the NFIB meeting scheduled for
21 December.
Coordination is nearly complete on the draft NIE on India and is progressing on
Volume I of the monitoring NIE as well as NIE 11-3/8-82.
Draft IIMs on Warsaw Pact manpower in the MBFR area and on Turkish military
modernization are nearly complete and should be sent to C/NIC for approval to publish
before the end of the year.

- Approvals have now been received from all four Committees on our request to
reprogram funds to lease the Stafford building.
Staffs of the House and Senate Intelligence Committees and the House A ro riations
Committee were briefed on thel covert 25X1
action program. Gary Schmitt, the SSCI Minority Staff Director, expressed fairly
strong skepticism about this program.

Strategic Pla nin - The second eeting of the Strategic
Planning Working Group was held 11 December. Major topics of
discussion were the role of the ntelligence Producers Council
in developing Community substant ve intelligence issues; the
nature, thrus , and scope of the update to the 1985 Intelligence
Capabilities 1Ludy; the wartime esponsibilities of the DCI
and various elements of the Community; and the long-range
planning prog ams of the various Program Managers. In early
January, the working Group is sc eduled to hear presentation$.,
on long-range planning efforts b representatives of CIA, NSA,-
Air Force and Defense as,well a COMIREX and the SIGINT
Committee.
