The Senate Armed Services Committee has reported out S. 2248, the Department of Defense Authorization Bill for FY 1983. Expressing dissatisfaction with the inade- quacy of DOD technology transfer control programs, the Committee included in the Bill two new requirements for Secretary of Defense reports to Congress. The legislation would require the Secretary of Defense to include DOD technology transfer control programs as a separate, identifiable budget item beginning with the FY 1984 budget cycle. The Secretary of Defense would also be required to report to Congress by 31 December 1982 on the adequacy of DOD technology transfer control programs, including recommendations for improvements. (U) Criminal Code Reform Legislation. On Tuesday, 27 April, the Senate failed to invoke cloture on the motion to proceed to consideration of S. 1630, the Criminal Code Reform Bill. This development in all likelihood ends any prospect for enactment of a new Criminal Code by the 97th Congress. OGC had prepared amendments and floor colloquies designed to ensure that Criminal., Code legislation was not misconstrued to interfere with properly' authorized intelligence activities. This material will be kept on hand for future contingency use.
