Advertising
Advertising placed by the Agency with two Washington, D.C. radio
stations (WRC and WTOP) announcing employment opportunities caused
considerable interest in the news media this week. Three local
television stations, Channels 4, 5, and 7 taped interviews in our
Recruitment offices which were shown on local evening news spots.
This may also expand into some national coverage. In addition, Agency
employees participated in radio interviews with representatives from
ABC national news, Hartford Current Newspaper and The Washington Post.

ITEMS OF MAJOR INTEREST - 15 - 21 MAY 1982

Legislative Developments. On 19 May the House, by a roll
call vote e'- 357 in favor to 23 opposed, passed H.R. 6068, the
Fiscal Year 1983 Intelligence Authorization Bill. The Bill
contains provisions granting limited statutory entitlements to
former spouses of CIA employees with respect to retirement and
survivor annuities. It also contains an amendment to the
Central Intelligence Agency Retirement and Disability System
which would benefit CIARDS participants having more than 35
years of service by providing for a refund of excess retirement
system contributions. (U)
On 20 May the Senate Judiciary Committee, by a vote of
17-0, reported a substitute compromise version of S. 1730
offered by Senator Orrin Hatch. This Bill deals with
government-wide relief from certain features of the FOIA, but
it does not address major Intelligence Community concerns. (U)
The Conference Report on the Intelligence Identities
Protection Act has been filed. If all goes well, it is
possible that the Report could be adopted by both the Senate
and the House before the Memorial Day recess. (U)
Paisley v. CIA. The United States District Court for the
District of Columbia recently granted summary judgment for the
government in this FOIA case on all but one document. The
major issue was the claim of the Agency and the FBI that some
61 documents were congressional documents not subject to the
FOIA. Judge Gasch agreed and ruled that these documents may
not be released. (U)

On Wednesday and Thursday, 26 and 27 May, the Senate
Select Committee on Intelligence will hold hearings on the
nomination of John N. McMahon to be Deputy Director of Central
Intelligence. (U)

COMPTROLLER CHECKLIST
1982 Supplemental. John McMahon and I testified on Thursday before the
House Appropriations Committee on the second increment of
our supplemental. It went especially well for an appropri-
ations hearing, and I think we stand a good chance of getting much if not
all of the funds. This will considerably ease the Agency's financial
burden for the rest of the fiscal year. II
