SUBJECT: Request for Speaking Engagement
1. Action Requested: Sign the attached letter regretting an invitation
from the Dallas County Republican Men's Club.
2. Background: James R. Richards has invited you to address the Club
at a time of your choosing in 1982. Although a large and influential forum,
we suggest you decline on the basis of previous official commitments, con-
sistent with your previous position of declining invitations with political
overtones.
3. Staff Position: Admiral Inman agrees with Public Affairs' recom-
mendation.
4. Recommendation: Sign the attached letter of regret.

County Republican Men's Club, but am afraid I must decline.
As much as I would enjoy meeting with you and your distin-
