The debate, now raging over the success or failure of modern social
welfare policy provides an occasion to examine the moral premises,
behind so-called liberal and conservative positions. The notion that
there is. but one way to achieve social justice, which is through income
redistribution, is increasingly being challenged. Indeed, the decline
of the American private sector, in social as well as economic terms,
demands a fundamental reexamination of first principles.
Does the Administration's proposed budget and tax legislation represent
a historic reversal of America's commitment to social justice, or is it
the expression of a new vision of justice which will shape American
politics for the next generation?
The Manhattan Institute has assembled a distinguished panel of social
policy thinkers who will articulate and discuss these vital issues. The
panelists are: Michael J. Horowitz, Associate Director., for Law and
Policy, Office of Management and Budget; Irving Kristol, Editor, The
Public Interest; Nathan Glazer, Professor of Education and Sociology,
Harvard Un v~ ersity;.and Charles A. Murray, Senior Research Fellow,
Heritage Foundation. Leslie Lenkowsky, Research Director of the Smith
Richardson Foundation, will be the Chairman. I hope you will join us
in what will be an engaginq and important discussion. .
