1. We have two efforts underway to follow-up on the referenced memoranda. I
have asked the DDI to prepare a paper identifying
countries in the Caribbean that are favorably oriented toward the United States and that
could profit from U.S. aid (i.e., Jamaica). This will include the amount of U.S. aid these
countries have received the last few years, what is projected for this year, and what they
would receive from the President's Caribbean Basin Initiatives.- Promises mad at
Cancun will also be included. This paper should be completed forg lg ATr11'-the NSC
is planning a meeting sometime that week on Caribbean and Central American policy. (I
understand the working level expects this session to focus on military/security policy for
Central America, but this paper will provide you a much broader focus.)
2. The DDI has also developed a concept paper and terms of reference for the
broader assessment you requested on Third World countries. This paper will focus on the
status of about 30 countries and their implications for U.S. policy. It should be
completed the first week of June.
