Executive Director Memorandum dated 8 April 1982, Subject: Assessments of Third World Countries Your memorandum dated 29 March 1982, Subject: Assessment of Strategically Situated Third World Countries 1. The resources we had planned to devote to producing the broad assessment you requested on the effectiveness of military and economic aid given to certain developing countries were used to do the short paper on US assistance to strategically situated countries that was forwarded to you on 22 April. Consequently, if the broader study is still desired, we will get a rough draft to you in early June. 2. Would you still like the broader study or did the short paper, in combination with paper on US- Soviet competition for influence in THE it orld, address enough of your concerns to drop it? Another option would be to write a second short paper, focusing this time on Soviet assistance to their strategically situated LDCs. 3. I am attaching a copy of the concept paper and terms of reference we had planned to work against for the original study.
