Submission of Production Enhancement Initiatives
for FY 1 984- 1 985 (U)
1. Action Requested: Your approval of funding for the Production Enhancement
Initiatives, FY 1984-85, listed at Attachment A, as stated in paragraph 4.
2. Background: The Production Enhancement Program was established in 1979 as a
means of providing funding for worthwhile production-related projects which, because of
their speculative nature, could not be expected to survive the normal selection process.
The Program involves funding for a maximum of two years, after which the project will
have proved its worth qnrlsuhsentj funding would be assumed by the sponsoring agency
or it would be dropped.
The FY 1981-82 and FY 1982-83 programs are being reviewed and an evaluation
will be forwarded to you shortly. The FY 1983-84 program was suspended pending a
detailed review of the utility of the projects. With your approval of the Intelligence
Producers Council's Program assessment in April 1982, the Program submissions were
resumed for FY 1984-85 I
Forty-four FY 1984-85 Production Enhancement Initiatives were submitted to the
Intelligence Producers Council for substantive evaluation. In addition to the IPC Staff
review, initiatives were submitted to various Community production committees-for
example, the Weapons and Space Systems Intelligence Committee-or other experts for
evaluation. The criteria for evaluation were based upon the DCI's Production
Enhancement Program guidance-innovative, speculative, identifiable benefit to the
Community, and a high potential for payoff to the production/analytical part of the

Council. Attachment B is a summary of initiatives that marginally satisfy the selection
criteria and which, if funding is available, should be considered for approval.

included in the FY 1984 NFIP. The total FY 1984 budget will not increase to
accommodate these initiatives so that some programs lower in the rankings, which
otherwise would have been funded, will be dropped. The IC Staff will be able to
demonstrate the trade-offs for these initiatives when you make your decisions for the FY
