In light of budget considerations for FY '84, we have been constrained
to allocate only $1.4 million for the enhancement initiatives. In descending
order of worthiness from the Director's standpoint, we would fund:
The remaining funds should be distributed as you see fit. Adjustments to
the funding level of each program may also be made at the Council's deter-
mination.
