SUBJECT: Approval of the Charter of the Center for
the Study of Intelligence

1. With my appointment as Director, Center for the
Study of Intelligence in November, we began a series of steps
to clarify and implement the role, direction, and scope of
the CSI to satisfy the intent and meet the objectives and
goals of the DDCI and of the Executive Committee. The initial
phase of CSI development included discussions with all of
the key Agency officials whose responsibilities would both
effect and be affected by the successful operation of a center
for the study and development of the profession of intelligence--
an Agency "think tank".
2. The attached charter represents the result of initial
guidance plus subsequent research and discussions. The CSI
design and programs outlined will, in my opinion, provide the
Agency and the community with an internal institution to
enhance the quality of intelligence production by contributing
significantly to the recognition and development of the
profession.
3. With your approval of the attached charter, I will
implement the Center and immediately begin the five programs.
