I think it is very important that you meet, however briefly,
with our Center's European Working Group who will be in Washington
on December 13-14 to discuss with senior policymakers their
analysis and recommendations regarding current Alliance problems.
I have attached a short statement of the purpose of the group
and a list of its members. Such a meeting could be extremely
beneficial since an unofficial and diverse group of senior Europeans
of this kind can provide an unvarnished, realistic view of the
critical state we have reached with our NATO partners.

To advance understanding and exchange with our European allies,
CSIS has had in operation since 1979 a European working Group that
was organized to follow up in Europe on the issues discussed during
the Center's historic conference at the Palais d' Egmont in Brussels.
Coordinated by Joseph Godson, CSIS Overseas Representative in London,
this group is composed of a wide range of people from the business,
academic, government, media and military communities who bring vastly
different perspectives to the examination of the problems confronting
the Alliance.
For the last year, this Group has been working on a written analysis
of alliance problems and developing recommendations for their resolution.
This analysis is especially noteworthy because the agreed recommendations
reached by such a diverse group have a political realism that one-dimensional
groupings may not achieve.
