As John M. Clark requested, you are hosting a luncheon meeting with Brookings Institution in cooperation with Nova University in the Executive Dining Room, Headquarters Building, on Wednesday, 17 November. There will be approximately 30-35 participants who have earned their doctorates in business and public administration; they are employed in public service careers at the federal, state, or local levels or in business, education and criminal justice functions. They are in their 40's and active practitioners, and are U.S. citizens'(see attached list of participants). They seek to better understand the management issues facing government and business in the public context and to get a first- hand exposure to substantive areas of foreign affairs. Mr. Clark designated this as a "Seminar on Public Policy," 2. We would like you to welcome this group when it assembles in the dining room at 12:30 p.m. with some opening remarks for about 10 minutes before leaving for your 1:00 p.m. briefing. Since your schedule is so tight you will not be able to stay for lunch. or Chuck Wilson will be available to host after you have departed. 3. At 1:30 p.m. we will move the group 7 where Director of Soviet Analysis, andi National Intelligence Officer for Near East and South Asia, will ive su stantive briefings.
