MEMORANDUM FOR THE HEADS OF
DEPARTMENTS AND AGENCIES
SUBJECT: Fiscal Year 1982 Minority Business.
Procurement Goals
Specific goals for minority participation in Federal procurement
are a reflection of this Administration's commitment to the
development of self-sustaining minority businesses. Federal
procurement has been successful in accelerating the growth and-
development of many firms owned by minority Americans. In
addition to providing a broader base for Federal procurement,
this program encourages private firms to follow the Federal lead
and diversify their procurement sources to include minority
firms. The Federal sector has led the way in this effort, but it
is the private sector which must sustain the long term growth and
development of minority businesses.
I am pleased to affirm my Administration's commitment to minority
business development. It was recently brought to my attention
that the goals established~.for minority procurement in FY 1982
were less than what was actually achieved. in FY 1981. While it
is too late in the fiscal year to begin a formal process of
reestablishing these goals upward, I, nonetheless, urge agencies
to attempt to ensure that achievements in FY 1982 exceed those in
FY 1981 by at least 10 percent. This increased goal is
consistent with. the increase in overall Federal procurement, and
ensures that the program will continue to meet its goals of
encouraging the development of minority business.
I have designated the Small Business Administration the lead.
agency to assist the other agencies in increasing these awards to
minority business. In addition, I am directing that future
goals, which will be coordinated with other Federal agencies by
the Small Business Administration, reflect appropriate targets
for minority business participation in Federal procurement
activities.
