Dear Mr. McMahon:
The Office of Foreign Missions, established by
Title II of P.L. 97-241, will begin operations on
October 1, 1982. Its purpose is to establish and imple-
ment a policy of diplomatic reciprocity between the United
States and foreign governments.
The Act is also intended to accomplish three other
basic objectives: (1) Increase the government's ability
to oversee foreign government activities in the United
States; (2) Increase coordination between State and the
intelligence community; and (3) Comply with Congressional
concern that a meaningful policy of reciprocity be estab-
lished in the conduct of diplomatic relations and that
domestic national security concerns be appropriately
reflected in that policy.
Because your-personnel are assigned overseas and
because of your domestic responsibilities with regard to
foreign missions, we desire the closest possible liaison
between the Office of Foreign Missions and the Central
Intelligence Agency. We consider it most important that
your ideas and concerns are included in the operations and
decisions of the Office of Foreign Missions. We hope that
you will designate a liaison officer who will be able to
work within this Office.
