concern that part of the necessary offsets were made at the expense of the

It is never an easy task to identify alternate sources of funds to deal
with unexpected developments. This was particularly true in the case of the,
situation where believed it arudent to examine numerous line

fewer number of projects in serious jeopar y.
At the time funding sources were being identified for the
problem, there was some uncertainty involving both the Air Force test schedule

led to conclude that a deferral of FY 1982 funding and a partial reduction
in FY 1983 would not adversely impact upon system availability as long as
received appropriate support in FY 1984.
At this stage of our FY 1984 budget build process, has proposed that
