Dear Mr. Secretary:
The Department of Energy recently announced that it intends to contract out
the operations of the Forrestal Message Center and ADP Services. While sore
government activities may be more economically performed' by the private sector,
I am concerned that in this instance there may be overriding factors which require
in-house performance.
It is rry understandings that the operation of the message center involves the
handling of highly sensitive con unications. Since the protection of classified
information is of utmost importance to our national security, careful consideration
should be given prior to any decision to turn over these responsibilities to a firm
outside the government.
I, therefore, request that you provide this SubcorMittee within 10 days the
justification for your planned actions including any analysis of the risk involved
in contracting out such activities, the cost comparison analysis and a description
of all current and proposed contracts with the intended contractor.
