(S) As you are aware, DoD has been fully supporting the entire intelli- gence effort in El Salvador. DIA and the Services have contributed personnel, systems, and material over the past several months, all on an ad hoc basis. Each asset has been extended for 30-45 days at a time, and some are now near the end of originally proposed temporary deployments. This has been extremely costly and a burden on Service planners which could be relieved by a look at our long-range requirements. 3. (S) I believe the Intelligence Community is in agreement that the situa- tion in Central America has reached a point whereby it must be considered a long-term.regional problem rather than a short term focus on El Salvador. The quick-fix approach which has guided our actions over the past months will no longer work. 4. (S) We are now at a decision point on redeployment or extension of DoD collection assets currently working the El Salvador problem. I believe it is essential that we meet along with LtGen Faurer to map out a long-term strategy and discuss requirements. and funding. Such a meeting should be held at the earliest possible time.
