Government -- The government of President Suazo, the first civilian president in a decade, is providing Honduras with its most competent leadership in years. -- The Suazo Administration established from the outset a harmonious relationship with the Armed Forces Commander Alvarez and with other senior military officers. Extreme Left -- Cuba has increased training, funding, and arms smuggling to the Honduran extreme left because of its belief that Tegucigalpa is acting in complicity with the US against the Salvadoran insurgents. -- Acts of terrorism and sabotage began to increase in Honduras during 1981. -- Honduran terrorist groups, with major assistance from Salvadoran insurgents, appear determined to continue the expansion of their campaign of violence and subversion against the government. -- The most spectacular terrorist incidents this year were the July bombing of Tegucigalpa's main power supply and the seizure of over one hundred businessmen as hostages during September. Salvadoran insurgents worked closely with Honduran leftists in planning and conducting these and other terrorist operations. Approved For.
