Dear Mr. Lagomarcino :
We are pleased to learn that under the reapportionment you
will co '0 hp oil esentative in Congress, as we
live in Needless to say, we shall
help your ree ec ion.
I am writing a contemporary novel--I am a published writer.
The theme of the novel is an unusual, logical and dramatic
story of a non-military action to defuse an imminent nuclear
war between U.S.S.R. and the United States, with each
nation retaining its integrity.
My wife and I made a trip to the Soviet Union in 1976 which
we found exceedingly interesting and informative.
'I am now rching the novel. The staffs of
both the libraries have been most helpful
and have also made available to me the extensive facilities
of the California. State Library System.
I have been unable, however, to acquire certain specific
information essential to the plot of the novel, and would
be most appreciative if you would forward the enclosed three
questionnaires to the appropriate departments and agencies
of the United States Government for completion. I have
tentatively suggested the State Department and C.I.A. as
two sources for information.
If any of the information requested is in publications of
the Government Printing Office, I will be pleased to order-
if you would give me the ordering data.

QUESTIONNAIRE: KGB--COMMITTEE FOR STATE SECURITY--AND MILITIA
OF THE USSR.
Research needed for contemporary novel.
Suggest referral to CIA, the opposite number of
the Soviet KGB, which should be well informed on
the subject.
Note: In researching my novel I was unable to find
in the California State Library System a book on
the Soviet Secret Police--function, organization
and personnel, Instead, in numerous books, I
found isolated'items of information relative to
various aspects of the KGB and the Militia
organizations.,
I have summarized this information and submit it
herewith for verification as current, and have
also included questions relative to needed data
which I have been unable to locate.
1. KGB Functions:
Combatting foreign and domestic intrigue; suppressing dissidents
and malcontents; apprehending smugglers; undertaking counter
intelligence and espionage. Is this correct to date? Amplify
if possible.
2. KGB Organization:
Headquarters for Central Administration of State Security--KGB--
for USSR is in Lubyanka Prison at 22 Lubyanka Street, Moscow.
Is this correct?
A Chairman of KGB for entire USSR heads this organization. He
is a member of the Politburo. Is this correct?
I understand that the KGB is a vast and complex organization
consisting basically of four chief directorates, seven indepen-
dent directorates and six independent departments. With these
I am not especially concerned. What I need.for the novel is
data as follows :
3. KGB Command Structure:
The KGB has a military command structure consisting of commis-
sioners, deputy commissioners, generals, colonels, captains,
lieutenants, sergeants and privates. This same structure is
set up, I understand, in each of the Soviet Republics, such as
the Ukrainian. Is this correct?
A. Would the Chairman of the KGB for the entire USSR also have
.a general's rank?
B. Would the head of the KGB for a Soviet Socialist Republic,
such as the Ukrainian, be a commissioner and have a general's
rank? If not, what.is his.title and rank?
C. What would be the rank of. a',deputy KGB commissioner for both
USSR and a. Republic?

D. What would be the title and rank of a KGB officer, head
of a city KGB headquarters, such as Kiev in the Ukraine?
4. KGB Uniforms:
Reference is made to KGB operatives in both plain clothes and
uniforms, but I have been unable to find a description of a
KGB uniform or insignia of the various ranks. Would appreciate
this information with picture or photographs, if possible, or
suggestions of where I could find it.
5. 1-t litia Functions :
The function of the Militia, as I understand it, is as follows:
Directs traffic; investigates homicides, assaults, rape, violence,
embezzlement and other crimes not concerned with state security.
Is this correct?
6. Militia Organization:
I understand that the Militia have a USSR-wide organization and
command structure similar to the KGB, and it is an arm of the
MV). I have been unable to learn the translation of the letters
MVD. Could you supply, and is my understanding of the Militia
organization correct?
A. Would the rank and the titles of the Militia be similar to
those of the KGB? Would they follow military lines from
general to private?
B. I assume there would be a headquarters of the Militia in and
for each Republic. If so, what would be the title of the
officer in charge?
C. I assume there would be Militia headquarters or operations
rooms in each city of the USSR. What would be the title of
the officer in charge?
