Dear Director Casey:
January 13, 1982
In compliance with a July 1979 "Memorandum of Understanding" relating to the
subcommittee's use of CIA OPEC investment documents, I sent you on September 8,
1981, the enclosed letter. That letter formally notified you that the subcom-
mittee was in the process of completing its investigation on the Federal response
to OPEC country investments and that it intended to utilize or otherwise make
public certain specified CIA documents.
Thereafter, on the ninth day of the agreement's ten-day response period, CIA
staff contacted subcommittee staff informally requesting an additional several
weeks. We agreed to the CIA's request. Thereafter, on several occasions subcom-
mittee staff indicated that CIA's nonresponse to our formal notification was
delaying publication of the September 1981 hearing record.
This informal agreement to give the CIA several additional weeks (dating
from September 17, 1981,) to respond in writing to my letter has lapsed. There-
fore, pursuant to the July 1979 agreement, please be advised that we will send
the documents involved to the Government Printing Office by January 18, 1982, for
inclusion in the subcommittee's hearing transcript.
