Dear Director Casey:
In compliance with a July 1979 "Memorandum of Understanding" relating to the
subcommittee's use of CIA OPEC investment documents, I sent you on September 8,
1981, the enclosed letter. That letter formally notified you that the subcom-
:mittee was in the process of completing its investigation on the Federal response
to OPEC country investments and that it intended to utilize or otherwise make
public certain specified CIA documents.
Thereafter, on 'the ninth day of the agreement's ten-day response period, CIA
staff contacted subcommittee staff informally requesting an additional several
weeks. We agreed to the CIA's request. Thereafter, on several occasions subcom-
mittee staff indicated that CIA's nonresponse to our formal notification was
