SUBJECT: Review of Classification/Declassification
Decisions on Documents Congressman Rosenthal
Has Requested for Public Use
1. Representative Benjamin S. Rosenthal, Chairman of the
House Government Operations Subcommittee on Commerce, Consumer,
and Monetary Affairs, informed me last September of his intent
to make public use of seventeen classified CIA documents in pre-
paring a Subcommittee report on OPEC investment. I advised
him that no public use could be made of classified information,
but that I would initiate interagency declassification review
of the documents as an accommodation to the Subcommittee.
c Officials of your Departments participated in this review with
members of my staff, and I furnished the. results of the review
to Chairman Rosenthal last week.
2. The Chairman-has expressed the belief that many
portions of the seventeen-documents which clearly should have
been declassified remain classified. To assure the propriety
of our classification decisions, I have established a group
of my senior officers to reconsider those portions of the
documents whose classification the Chairman questions.
Please designate one senior representative of your Department
to be a member of this group, and have that representative
contact m Deputy Director for Intelligence Robert Gates at
