In response to the exchange of notes between yourself and Chairman Benjamin Rosenthal (D., NY) on 17 and 25 May respectively, his staff has provided us with summaries of substantial portions of the 17 CIA documents. Their intention is to make the summaries a part of their public record on OPEC spending in the U.S. 2. A review by the interested DDO and DDI offices reveals that the so-called summaries actually include 50'~ of the original text. They are a combination of misleading comments with the lead in "...the CIA says...;' and include material already known to be sensitive. Consequently, we will prepare our owri clean summaries of each document for Subcommittee considera- tion. D/OGI/DDI, will conduct a final review of this material in coor ina Cori with interested Agency components. The package should reach you by 28 June. In the meantime, we will stay in contact with Chairman Rosenthal's stz~ff.
