Washington; D.C. 20451 Thank you for your letter of 24 February regarding possible rotational assignments for some o our officers to positions within ACDA. As you are aware, Bob Gates, the new Deputy Director for Intelligence, is interested in giving prospective division chiefs within his directorate the broadest possible exposure to the mechanics of policy formulation. Rotational assignments to ACDA and other policy-making agencies will afford these officers an opportunity to see the intelligence product from your. perspective -- an extremely valuable experience for an officer who will later have responsibility for overseeing the production of finished intelligence. Mr. Gates has assured me that every effort will be made to identify candidates for assignment to ACDA during the next few weeks. I fully understand your present budgetary limitations and will suggest to Bob that, in the interests of getting this program off to an early start, we make these tours non-reimbursable for one year. At the end of a year, we can assess the value of the program and see whether future assignments could be made on a reimbursable basis.
